Level design has no control over RDV's or lag with them. It sounds more like a code issue. You may have better luck posting this in the bugs and feedback forum. Thanks.

The odds of it returning are slim. The area has been highly altered, the terrain is permanently changed (a whole new terrain map actually). We would have to actually rollback through our archives to bring it. Then we would have to bring it back up...

Unknown at this time. They currently reside in the background models. Not even sitting on the terrain. That is how big they are now. No plans I am aware of to make them playable.
